Charlene Andreas joined Brinshore Development in 2022 at the Evanston office, where she supports development initiatives across the Midwest and Southeast. Her work encompasses public housing repositioning projects, including Rental Assistance Demonstration (RAD), as well as national HUD Choice Neighborhood Initiative efforts. In her current role, Ms. Andreas oversees projects from initial planning and design through funding applications, due diligence, entitlement processes, and ultimately, project closing and completion. She brings extensive expertise in affordable housing, spanning architectural design, development, lease-up, and property management.
Prior to joining Brinshore, Ms. Andreas served for twelve years at LUCHA, a nonprofit community housing development organization in Chicago. Her responsibilities included leading affordable housing development, creating and managing home repair and weatherization programs, overseeing property management operations, and ensuring compliance and asset management across the organization’s portfolio. Earlier in her career, she practiced architecture, focusing on community-driven and sustainable design projects in Chicago, New York City, and throughout the Midwest.
She advocates for equitable access to dignified, well-designed housing, emphasizing that such outcomes are achievable when development teams demonstrate a steadfast commitment to design excellence, fiscal responsibility, and the creation of inclusive, vibrant communities.
Education
Charlene holds a five-year Bachelor of Architecture degree from Ball State University in Indiana.
