The Spring Flats Community celebrates grand opening with the completion of The Appleton at Spring Flats and more phases to follow.


Mixed-Income Community Approaching Completion in Washington, D.C.

Evanston (April 5, 2022) – Victory Housing, Bank of America CDC and Brinshore Development recently completed the first phase of the Spring Flats Community with The Appleton, an adaptive reuse of the historic former Hebrew Home for the Aged, will include eighty-eight affordable senior housing units for households up to 30% and 60% of the area median income.  The Appleton also includes fourteen permanently supportive housing units for formerly homeless households. Closing on the financing for Spring Flats Senior occurred in April 2020 with the financing support of Walker & Dunlop, HUD, Boston Capital, JP Morgan Chase and the District DHCD. Additional phases are currently under construction and residents will be able to occupy units soon.

The redevelopment also consists of two new construction sites, The Robeson and The Rows at Spring Flats in the Petworth neighborhood. The Robeson, anew construction site at the former Paul Robeson School, located two blocks west of Georgia Avenue, will be comprised of eighty-seven mixed income family units. Of those units, fifty-eight units will be designated for families at or below 50% of the area median income and will include nine units of permanent supportive housing for the formerly homeless. The remaining twenty-nine units will be unrestricted, with initial rents at workforce housing levels. Closing for the financing for the Robeson occurred on September 15, 2020, with the financing support of Walker & Dunlop, Freddie Mac, Bank of America, Victory Housing and the District DHCD. The Rows at Spring Flats, also part of the new construction on the site of the Paul Robeson School, has ten new construction townhome style condominium units. Three of the ten units will be affordable to households at or below 100% of the area medium income. Closing for the financing for the Spring Flats Row occurred in September 2020 with financing from United Bank.

The development team was selected by the District of Columbia Deputy Mayor for Planning and Economic Development to jointly redevelop 1125 Spring Road NW into the Spring Flats Community. The total development cost for the three phases is currently estimated at $77M.  All phases will be complete in spring 2022 and a grand opening celebration will take place Saturday, April 23, 2022, at 12 p.m.
