Brookwood at Antioch, Sixth Paseo Gateway HUD Choice Neighborhoods Phase Celebrates Ribbon Cutting

KANSAS CITY, MO (March 29, 2023)– Brookwood at Antioch, the 66-unit mixed-income development in the Chaumiere neighborhood of Kansas City’s Northland will celebrate its ribbon cutting on March 31, 2023, as the sixth phase of Brinshore Development, the Housing Authority of Kansas City, Missouri (HAKC), and the City of Kansas City, Missouri’s (City) Choice Neighborhoods (CNI) revitalization effort.

Brookwood at Antioch is the sixth development sparked by a$30 million Housing and Urban Development (HUD) CNI grant provided to HAKC and the City of Kansas City, MO in 2015.

A partnership of Brinshore Development, LLC and Affordable Housing of Kansas City, Inc. (HAKC’s affordable housing development arm), in close collaboration with the City, and United Way of Greater Kansas City, Brookwood at Antioch will deliver housing to households across the income spectrum: from families coming from public housing to market-rate renters. The development will include 1, 2, 3, 4, and 5-bedroom units in townhomes and flats. As part of the CNI project, twenty-six of the units will have a preference at lease-up for former residents of the Chouteau Courts housing development. All units regardless of affordability are indistinguishable from one another and interspersed throughout the development. Brookwood at Antioch will also be certified bronze through the National Green Building System rating system. “We are extremely excited to open another choice for affordable housing in Kansas City. This is a unique opportunity to serve the needs of families in a location well-served by public transportation, shopping, and quality schools,” said Edwin Lowndes, Executive Director of the Housing Authority of Kansas City, MO.

Brookwood at Antioch replaces a blighted, vacant motel that formerly occupied the site. Brinshore, HAKC and the City worked with Northland Neighborhoods, Inc. to identify the site. “Over the past few years, Kansas City government has made historic investment in affordable housing and ensuring families have access to safe and affordable housing will continue to be a priority into the future. Thanks to a successful partnership between Kansas City, the Housing Authority, Brinshore, and local residents, we are continuing to deliver on our housing priorities, creating dozens of quality affordable housing units in Kansas City’s Northland,” said Kansas City Mayor Quinton Lucas.

The development includes 5,000-sf community building with a leasing office, conference space, and classrooms for service providers. A full-time service coordinator with Metropolitan Lutheran Ministries, funded by the United Way of Greater Kansas City, is on-site as a resource for residents.

The following lenders and investors made the development possible:

  • Department of Housing and Urban Development(HUD)’s Choice Neighborhoods program;
  • Missouri Housing Development Commission (MHDC)Low-Income Housing Tax Credits, National Housing Trust Funds and fund balance loans;
  • Tax credit equity from the Richman Group;
  •  Housing Investment Partnership (HOME) loan from the City of Kansas City, MO;
  • Construction financing from Bank of America;
  • Permanent financing from Impact Community Capital;
  • Funding and rental subsidies through the HUD Rental Assistance Demonstration program and Housing Authority of Kansas City, MO;
  • Sales and use tax abatement on construction materials from the Planned Industrial Expansion Authority

Chicago-based Landon Bone Baker Architects is the architect. Kansas City-based Olsson Engineering is the civil engineer, surveyor and landscape architect. Kansas City-based New Horizons, Inc. provided environmental services. Straub Construction served as the general contractor.
