Brinshore Development Selects Todd Lieberman As President To Lead National Expansion
EVANSTON, IL – January 5, 2026 – Brinshore Development (Brinshore), the nation’s 16th largest affordable housing developer, proudly announces the appointment of Todd Lieberman as President, effective January 1, 2026. In this role, Lieberman will spearhead Brinshore’s development strategy across the United States, ensuring continued growth and impact. Based in Kansas City, Missouri, where he heads Brinshore’s regional office, Lieberman has played a central role in expanding the company’s presence in Denver, Kansas City, Knoxville, Las Vegas, Oklahoma City, Omaha, and Norfolk, VA.
Since joining Brinshore in 2010, Lieberman has closed and developed more than 3,000 residential units and 130,000 square feet of commercial space across 30 developments. He also oversees seven multi-phased Choice Neighborhoods Implementation efforts, underscoring his leadership in advancing community revitalization and equitable development.

Lieberman’s contributions to the industry have been widely recognized. In 2007, Real Estate Forum honored him as one of the “Top 35: Tomorrow’s Newsmakers Under 35 Years Old,” highlighting his early promise as a leader in real estate development.
Prior to joining Brinshore, Lieberman served as Development Manager for CityInterests, a Washington, DC-based real estate development firm focused on revitalizing underutilized commercial and transit-oriented urban properties. He also held the role of Vice President with Bank of America Community Development Banking’s Real Estate Development Group, where he managed landmark projects including the $85 million Centerpoint development in Baltimore, featuring both historic adaptive re-use and new construction and the Parkside development in Washington, DC.
Beyond his professional achievements, Lieberman has demonstrated a deep commitment to public service. He is the founding president of Neighborhood Legal Support’s board of directors and currently serves as president of the New Reform Temple’s board of directors.
Lieberman is a past Fellow at the Center for Urban Redevelopment Excellence at the University of Pennsylvania. He holds a master’s in city planning from the Massachusetts Institute of Technology and a bachelor’s degree in urban studies from the University of Pennsylvania.
